Lacy McNeil

Embodied in the Love of God and life, Mr. Lacy McNeill passed from these shores of time into God’s loving arms on Friday, September 20, 2002. No Complaints Lacy McNeill was born on April 21, 1947 in Rennert, North Carolina to the late Lacy Smith and Mrs. Maudie Cooper-Smith. He received his earlier formal education at both Oak Ridge Elementary and High Schools in Lumberbridge, North Carolina. During his youth he was an active member of St. Matthews Church in Rennert, North Carolina under the guidance of his beloved mother. She called him “Lacy Jr.” Lacy full of LIFE and determined to make his mark on the world relocated from Rennert, North Carolina to Baltimore 1964. At the age of eighteen, he entered the Woodstock Job Corp. In seeking to further his education he attended the Community College of Baltimore where he received his Associates Degree in Social Science. In 1968 he became employed with the Social Security Administration where he worked at various locations, which included Paca Street, Woodlawn, Metro East and West. Finally after thirty-three years of service Lacy retired as a Benefits and Earnings Assistant on April 30, 2002. Upon his retiring not only did he receive a gala send off; he also received numerous citations both by President George Bush and Mayor O’Malley. No Complaints Upon meeting Lacy, you were quickly drawn to his jovial persona. He was filled with laughter and had a unique way of accepting and favorable impacting any person that he came in contact with. Lacy affectionately known as “Ms. Lacy or Ms. Lacy SSA” never met a stranger, his friendly manner encouraged others and his genuine warmth and kindness could put anyone at ease. Whether you partied with him or worked along side of him you always knew that when you were in his presence he always stood out. In 1980, he met his significant other, Jerome “Andre” Osborn where they loved and cared for each other until Lacy’s death. Some would have said that Lacy loved Andre more than life itself. Because wherever you saw Lacy, you always knew that Andre, his “old geezer” wasn’t far behind. Lacy leaves not mourn his passing, but to rejoice in knowing that he is at peace: his devoted friend Jerome “Andre” Osborne; three loving brothers, Ronnie and Glenn McPhatten of Durham, North Carolina, George McNeill of Red Springs, North Carolina; one brother-in-law, Floyd Buie; two aunts, Wilhelmina McPhatten of Durham, North Carolina, and Mary Cooper of Red Springs, North Carolina; one uncle, Neil McPhatten of Durham, North Carolina; his second mothers, one who raised him as a child, Annie M. Cooper McNeill, and the other as an adult Juanita Stanton; four sisters in spirit, Sharon, Gloria, Deborah and Annie Denise; three brothers in spirit, Gary, Michael and William; a host of nieces, nephews and cousins. Including special friends, Sheila, Myra, Stephanie, Barbara, Charmine, Pat and the list goes on and on.
