Was born on October 6, 1941, in Rocky Mountain, North Carolina. He departed this life on February 24, 2016 after a brief illness. Joe was educated in Baltimore City Public School system. After attending Morgan State University for several years and employment at Sparrows Point and at Job Corps, he chose and pursued self - employment. As a self - employed businessman, Joe owned and operated several successful grocery store businesses and his own taxi cab, among other businesses, More recently, after retiring, he worked as a transportation Supervisor for the Crisco Rey Jesuit High School, a job he absolutely loved A fun loving family man, Joe loved to travel with his wife, whom he affectionately referred to as Jeano. He would frequently leave the city without telling anyone. Often on these occasions, their children would call each other asking “has anyone seen those old people,” only to realize that they were off on another one of their fun adventures. Before Google Maps and MapQues,t there was Joe Bell, the original navigator. He could direct you anywhere you wanted to go, no turn by turn directions or satellite was needed. Joe loved his Jeano to the moon and back. He will be waiting for his wife at heaven's Gate. Joe touched numerous lives and became a father figure and role model to many. He often showed his love and affection by calling his friends and loved ones just to tell them how much he loved them. His favorite saying was, “I love you and there's nothing you can do about it” This he would regularly. Though expectantly, sing yo youngest brother, Robert Mack Bell. One of his proudest moments was participating in the swearing in ceremony when Mack was appointed to the Maryland Court of Appeals and his later designation as Chief Judge of that Court. Poppy loved to cook and bake and he was always ready to pitch in and take charge of the house. He would say, “Dog Gone it!! a man's gotta do what a man's gotta do!” He was a sharp dresser, who loved to wear hats, When Poppy got dressed he turned heads. Dada loving having conversations with his grandsons and, while enjoying their favorite Krispy Kreme donuts, teaching them about life and what it is to be man. This would often happen during their walks around Lake Montebello. He leaves to cherish his memory, his loving wife Jean Napoleon Bell, his loving children Denise Bagwell (Glenroy), Tozuni Fields, Scharbett Clark, JoAnn Harrison (James), Robin M. Bell, Robert Fields (Nina), Glenn Wright (Inez), his loving brother Robert Mack Bell, 17 grandchildren: Jahanne, Devin, LaKebra, Derrick, Luther, Asaad (Elina), Jessicia, Dione (Letitia) Darel, Darius, Antonio, Amber, Robert, Laila, Joshua, Glenn II, Zonnie, 14 great-grandchildren: Tychelle, Jahanne Jr., Madeson, Mikayla, Deniyah, Devynn, Lauryn, Derrick Jr, Toni, Antonio, Dione Jr., Braelyn, Myla, Aliyah, sisters in law: Eveline Crittenden (William), Vanessa Douglas, Teela Merritt (late Herman), brothers in law: Sylvanius Napoleon, David Napoleon and Daryl Napoleon, countless nieces, nephew, and many family members and friends. Joe was preceded in death by his parents, his oldest brother, Ellison Bell his first wife Louise Bell and his mother in law Evelyn Napoleon. “You are the light of the world. A city set on a hill cannot be hid. Nor do men light a lamp and put it under a bushel, but on a stand, and gives light to all in the house. Let your light so shine before men, that they may see your good works sand give glory to our Father who is in heaven” Matthew 4:14-16 Dada would say, “its 85 degrees and sunny, don't worry about me. I'm okay.”
