Franchseal Colter

Franchseal Livingston Colter, 90, daughter of the late Hamp and Eva Smith Livingston was born on May 17, 1926 in North, South Carolina. On Friday morning, February 17, 2017 she entered into eternal rest with her Heavenly Father. Mom attended public school in Columbia, South Carolina where she lived her young adult life. During this time she met our father, the late, Elijah Colter, Sr. and they later married in 1942. From this union eight children were born. In 1961, the family moved to Baltimore, MD where she was a devoted wife and loving mother. Soon after moving to Baltimore, Mom began attending Mt. Moriah Baptist Church and was a faithful Christian who dedicated herself to God. She was a member of the former Queen of Sheba Club. Mom was also a member of the Adult Sunday School Class I and II. In addition in 1998, she joined the Queen Esther Club. For many years Mom was a homemaker who cared for her children. In 1973, Mom started working and was employed by the City of Baltimore, Department of Public Works in the General Services Division. She retired in 1993 after 20 years of service. Mom loved family gatherings filled with fun, food, and fellowshipping. Also in her spare time, Mom enjoyed taking day trips, bowling, watching her favorite television shows which included Soap Operas and The Price is Right. She was a big Baltimore Orioles fan. Mom had a gentle demeanor who loved and cared for all. Mom was not complicated and never complained. She was preceded in death by her husband, one daughter Evan, three sons, Ricky, Larry, Eugene and three grandchildren Dana, Randy, and Thedra; three brothers, Robert, Herbert, Hamp, Sr., sisters-in-laws, Vert and Carrie Bell. Mom leaves to cherish her memory: one son, Elijah, Jr. (Reisterstown, MD); three daughters, Elizabeth Johnson (Woodlawn, MD), Daisy Williams (Ellicott City, MD) and Vastine Taylor (Columbia, SC); one son-in-law, Clifton Williams, Sr.; six sisters-in-law and two brothers-inlaw; eighteen grandchildren, twenty-two great-grandchildren, eleven great-great-grandchildren; and a host of nieces, nephews, cousins, relatives and friends who will miss her dearly.
