Agnes Welch

Born on November 20, 1924 in Baltimore, Maryland to Thomas and Lorraine Meyers, AGNES grew up in a close-knit Catholic family where she developed the qualities that would later define her character, the principles of her faith, and her passion for service. After earning a degree in Sociology from then Morgan College, she embarked on a journey of public service that would span decades, leaving an indelible mark on the community she cherished. With this passion for service, Agnes embarked on her path to enact positive change within her community as a 3rd grade teacher at St. Edward’s and a social worker. Her early journey into public office began as a grassroots advocate, championing causes close to her heart. As an employee of the Baltimore City Department of Social Services, without a car, Agnes would walk through her district providing vouchers, resources, and services to her community. Her tireless efforts and genuine connection with the people of Baltimore propelled her into city politics, where she would serve with distinction for almost three decades. Agnes’s eloquence, vision, and commitment led her to the Baltimore City Council and in the 1980’s was elected to represent the 4th District as the third Black woman to hold that title after the late Victorine Adams. Agnes fearlessly championed causes that resonated with the city’s diverse population. Her almost 29 year tenure was defined by a profound dedication to reform, community revitalization, and equitable opportunities for all residents. Her visionary initiatives and groundbreaking projects stand as enduring testaments to her forward-thinking leadership. Agnes was a proud elected member of the Baltimore City Democratic Central Committee and served as its chair for almost 22 years and a delegate to the National Convention six times from 1980 to 2004. Her initiatives aimed at improving public schools, enhancing job opportunities, and fostering safer neighborhoods earned her widespread respect. She championed affordable housing projects and tirelessly worked to create economic opportunities for all Baltimoreans. Her dedication to fostering unity and dismantling systemic barriers earned her the respect and admiration of colleagues and community members alike. In recognition exceptional contributions to Baltimore, Agnes received numerous accolades and honors throughout her career, including being named, twice, to the Electoral College. Councilwoman Agnes Welch was a beacon of strength and resilience, even in the face of adversity. She listened intently and her open-door policy made Obituary her a beloved figure in the city, however, her ability to bridge divides and bring diverse voices together was unparalleled, earning her bipartisan praise and support. Her passion for public service extended far beyond her role in the council chambers. Agnes was actively involved in various charitable organizations, always seeking ways to uplift the disadvantaged and marginalized. She was a mentor, a confidante, and a champion for those in need. Agnes tirelessly worked to amplify voices and foster an environment of inclusivity, leaving an indelible mark on West Baltimore and beyond. She was a proud member of Woman Power Inc., Vanguard Political Organization, Metro Democrats, Sigma Gamma Rho, Women’s Civic League, and Mosher Street Homeowners Association, which she chaired for over 20 years. Beyond her legislative accomplishments, her commitment to her Catholic faith was evident in every aspect of her life, guiding her principles and inspiring her unwavering dedication to serving others. She embodied the virtues of compassion, empathy, and grace. She was a lifelong member of St. Edward’s Roman Catholic Church, which she helped to integrate so that all may worship together. As the highest honor for a lay person, Agnes was recognized for her service with the Pro Ecclesia et Pontifica Medal by Pope John Paul II. Despite her towering achievements, she held her family closest to her heart, especially Pete and Tiff. As a mother, Agnes was a guiding light, offering boundless love, wisdom, and unwavering support to her son, Pete. Their bond extended beyond the ordinary; it was a friendship forged in the fires of love and strengthened by shared experiences. Their bond was a testament to unconditional love and an unwavering commitment that knew no bounds. As a grandmother, she was affectionately called “Aggie” or “Ag” by her namesake, Tiffany. From the earliest moments, their connection was palpable. Her firm belief in her potential fueled Tiffany’s aspirations, and her encouragement paved the way for her achievements today. Agnes’s dedication to her family was as unwavering as her commitment to public service, and she found immense joy in balancing these two aspects of her life. Her legacy lives on through the policies she championed and the lives she touched in and out of City Hall. Agnes Welch will be remembered as a trailblazer, a dedicated public servant, and a beloved figure whose passion for justice and equality inspired countless others. Agnes leaves to cherish her memory: her son, William “Pete” Welch; granddaughter, Tiffany Lorraine Agnes Welch; cousins including, Rita Crooms, Melanie Hosch and Carolyn Boston Byrd; and dearest and longest friend, her “sister” Dr. Ruthe Sheffey.
